Not a self-declaration. A license issued only to firms that meet all requirements \u2014 including financial standards \u2014 after a government review of <strong>more than 3 months.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Getting the license is just the beginning.<\/strong><\/p>\n\n\n\n<p>\u2192 The Recruitment Supervisor must complete a government-specified training program and <strong>re-attend every 5 years<\/strong> \u2192 <strong>At the 3-year renewal<\/strong>: the Labour Bureau conducts an <strong>on-site inspection<\/strong> of the business office \u2192 <strong>At the 5-year renewal<\/strong>: financial statements must be submitted and verified \u2192 <strong>Every year<\/strong>: a business activity report must be filed with the Labour Bureau<\/p>\n\n\n\n<p>All of this requires direct, in-person engagement. Japan has deliberately kept this process <strong>analog.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>This is not inefficiency. It is intentional.<\/strong><\/p>\n\n\n\n<p>The system exists to verify \u2014 repeatedly, in person \u2014 that the people running recruitment businesses are real, accountable, and operating with integrity.<\/p>\n\n\n\n<p>You cannot outsource this. You cannot automate this. The responsible individual must show up.<\/p>\n\n\n\n<p>License numbers are publicly searchable on the Ministry of Health, Labour and Welfare&#8217;s official database.
